Just came back from Bali last Saturday - was there for 2 weeks with wife and 2 young kids. We spent a week at Balangan, Bingin and Uluwatu. The surf was excellent - only small for 2 days out of 7. Balangan has the best beach but the wave can have quite a few sections. Bingin was the best for surf however the beach not so good for family at high tide. We stayed in a Warung right on the beach - Nyoman Nyoman - family room for about 30 bucks a night. From Bingin you can paddle to Impossibles and Padang Padang (20 mins). You can see Dreamland from Bingin. Looks like a nice right hander but the only place to stay is the massive expensive hotel which is now it's known as Nightmareland. Ulu's had the best surf however no good for family. (see photos from post last Saturday). Could maybe walk from dreamland to Bingin at low tide. Paddle would be best.
Best time of year is now for surf however it does get pretty crowded. There would have been 100 in the water at Ulu's the day I was there however there are quite a few peaks and the peaks are quite shifty.
After that we went over to Nusa Lembongan for 7 days - in my opinion this is the best family spot in Bali. The beaches are the best - there are 3 breaks Shipwrecks, Lacerations and playgrounds which has a left and right. There is also Ceningans on the other side of the island which you can surf when the main breaks are small. Accomodation is well priced and only scooters on the island.
