Hard to get away from volumous chunky rail learner boards being rented for no less than $30 for a few hours, often double. Around Kamakura, Izu & Shikoku anyway. Could be different in Chiba, I've never surfed there or further North past the radiation fallout up to Sendai which has awesome waves (no disrespect intended)...you'll have a great time, Japan is awesome, I'm overdue for a trip back. Havn't been since this time last year. It will be a bit chilli in Japan if your trip runs into November, should get by with a springy though.
