for me loosing weight and more surfing improved my paddling endurance ...lifting the ankles makes sense as more leg & rope out of the water would reduce drag ..

Clubbies are great to watch for paddling and also the pros on those tiny boards.
By raising your legs it keeps the front part of your body down and will stop the motor boat paddle technique spoken about. If you also watch they will not just raise their legs, but they will also use a kicking motion. The kicking motion helps a balanced paddle. Walk without swinging your arms and that's what I'm getting at
Also watch peeps who miss a lot of waves and you will find that they raise their heads up early which then raises the chest which then sinks the lower half of the body ...wave missed
Then watch a longboard clip, they will almost habe their chin on the board and the magic starts.
Try swimming without your legs and then swim using your legs...answers to be found... oh and to reduce drag
