Looks like a screw to me. Probably won't let water in but if you've banged it hard enough to snap the top off, you just may have affected the integrity of the seal so best to check it out and replace the screw as soon as you can.

Looks like a standard Gore Air Vent.

replacements available from these guys:

http://www.shapers.com.au/products/Gore-%252d-Air-Vent.html

IIRC they install with a standard spark plug socket, but go easy.

Edit: just noticed the board's a DTM, give him a call he should be able to tell you how best to deal with it.

Jarryd, you have knocked the cap off and exposed the breathable/waterproof Gortex membrane.
The cap protects and creates an air gap between it and the membrane.

It will work as it is but it is best to get the cap back on it.
If you have the cap it will clip back in place but a bit of superglue on the small clips helps to keep it in place.
Other wise you can get the full component from Shapers.

You can keep surfing. It will work. but with no protection from the cap you may risk damage to the membrane.

If anyone knows more about these valves, please chip in.

If you log onto shapers website just order a new one those guys are super good and will get it to u in a couple of days .. Then just replace it with the new screw...
