You can get the stove in Australia. Shop around, as they have them in Anaconda and near you at Kellys Basecamp, but online deals are the go. I got mine at
http://amtcgear.com.au/ as these were the best deal at the time. They also stock a load of good camping gear for lightweight camping and are nice guys too. I've emailed and spoken to them a bit. The kettle is not yet available here, but REI in the US shipped me one as a Christmas present from the wife. They are worth a look, as their prices are good (often better than buying here) and they sometimes do a bundle offer with the stove, kettle and grill. Their shipping was reasonable and the delivery took 5 days. Price can vary from below $200 to over $250, so definitely worth shopping around. And you never have to buy fuel. Very stable, I have mine with me al the time as there is no excuse for bad coffee and it will handle a large pan too. Not sure about restrictions, as we've used ours in the National Parks a lot and when we asked rangers they were more interested in them than having any opinion on when we could use it. Would definitely not use in a total fire ban, but you shouldn't use any naked flame cooker then, so I'm not sure what other options we have. Find a hot rock and have fried eggs and pancakes.
