Hey Lumps,
As Cola says, sounds like heat damage. If the glass is stretched and their is a little air pocket underneath it's the foam releasing pentane gas as a thermal reaction, referred to as a delam.
Since it's a small area, you can "drill and syringe" as Cola says, or cut out the affected area and reglass with cloth, carbon or whatever construction your board has.
If your not comfortable fixing yourself (make sure to use Epoxy resin and hardener, not a solacure kit) then a repairer won't charge you much more than a normal ding as the area is rather small.
Just make sure over summer to keep your board in a cool place... No sun baking
