Not having a pop at Gong but their website says 8.5kg for a NFA Pro x28 wide..Supboarder weighed their one and it was over 10kg I think. That's too big a difference in my book and certainly made me think twice about which board to buy.
8.5 kg (NFA 10' XS) + 5% = 8.9kg
+ pad (I guess 800g for a 10' board) = 9.8kg
So if Supboarder weighted it without the fins, they got a slightly overweight model, and are entitled to a rebate.
If they weighted with fins, it may still be in expected range.
If weight is critical for you, you can contact them beforehand to have an idea of the actual weights in stock.
I guess Gong use weight without a pad as it is how they are weighted at the factory for the quality control, they are used to always mention the "naked" weight internally.
PS: few brands list the weights, even fewer list which weight they are speaking of, and even fewer commit to a rebate if the board is out of spec. What bothers me is brands saying "This board is very light"... but do not dare commit to a number!
