Are fcs1 fins supposed to be pushed hard against the back of the fin box or were they made for the user to alter them forwards or back about 1cm in the box for user preference?
No, FCS fin tabs have a small depression in the center of the side where the screw will "lock", preventing the fin to slip out even if the screw comes a tad loose. But it centers the tab in the box, so you do not have adjustability in practice.
But you may have fins with no dimple in their tabs.
You may fill this dimple with resin+microsphere or solarez if you want to adjust them. Otherwise you run the risk of the fin moving and the screw not being in contact with the fin anymore, making the fin wobble.
