Wondering if the Neil Pryde XL wing would be enough lift to get up on a 4M Naish Wingsurfer in about 15 knot wind.
So far no go on the large foil.

With the Neil Pryde XL wing and 4m Naish Wingsurfer my guess is that 15kts for some riders will be enough and for other riders (beginners, new to flying any type of sail, heavy weights etc..) will need more wind .. maybe 20kts or a fraction more. If Naish released a 6m Wingsurfer, you would be comfortably flying the NP XL foil in 15kts and potentially even your NP Large foil. I am certain Naish will have at least a 6m Wingsurfer for 2021. The Large windwings in the 6m and plus sizes will definitely allow users to getting going in much lighter winds when combined with the larger foils.
Damn this is getting confusing with wings above and below the board.
Yep there is a lot going on to get going in lighter winds and technique plays a big part.
Obviously folks with windsurfing or kiting experience will have an advantage, however, I think a big part is the pumping of the board, anyone who has done a lot of foil surfing/pumping will get going heaps easier.
Then its just a case of combining the pumping of wing and board.
As Piros said Foils, Boards and Wings are all on that spread sheet, the tabs are on the bottom left though when I view it.
