I might be able to add to this, as I had my first go of trying a flatwater paddle up on an Axis 8' x 20 demo board yesterday (thanks Stand Up Surf Shop for the use).
Although I got lift off, it was ONLY JUST and I didn't paddle/pump away.
I have been a long time Garmin user but have recently got an Apple Watch, mainly to make calls etc when downwinding, so have been comparing them and had both on at the time.
I had my Apple Watch running Waterspeed which showed
10kph max
9.9kph 2 second max.
9.9kph 5 sec max
Garmin Fenix 6 showed a 12.3kph max.
I have noticed that the Garmin often has little spikes above what the Apple Watch shows so I'm going to go with the Apple.
I believe around 10kph is lift off speed for the setup I had which was with an Axis 1300 and 460 rear.
Next time I just need to put in a couple more strokes and I should be away.
