This is my experience. With careful planning (and perhaps luck as well) I have been through 6 times and it has been calm and flat on all occasions.
I have been getting more confident and last time we went into the heads on a full ebb tide. At times speed over ground was as low as 2 knots, but no real issues. There was almost no swell and winds less than 10 knots. In stronger conditions I would stick strictly to the slack tide window and even then be prepared to wait it out.
My understanding is that the slack tide window for exiting the heads is quite small, but you can enter on a large portion of the flood tide.
