I think this passage says it all, " no truly unanimous standards for mooring configurations exist, specialised mooring operators and mooring configurations tend to converge through operational necessity ( Latham et al., 2012) " there's a nice windage per vessel dimension in kg/ lb that's interesting.

In NSW you just have to have your name on a list at the local council. Basically all you need is a phone number!
Thats the point I was making. We could all easily be mooring contractors and sign off for our insurance, and then we could sue ourselves if it fails !
