My yacht has a basket fitting as depicted in the attached photo to filter large objects from the saltwater cooling feed to the motor which enters at the bottom of the conical housing. The plastic fitting at the base of the housing however to which the inlet hose attaches simply slides through a hole in the base of the housing with no O- rings or other proper method to ensure a seal. I have temporarily smeared the bottom of the unit with silicone sealant. Surely this can't be right because it allows the system to suck air and leak. Is anyone familiar with these fittings?

I had one almost identical. The only difference is that the filter body is all one moulding.
I got rid of it because the top just would not seal. This is one thing that you cannot afford to fail.
My suggestion is "bin job".

I was thinking of getting rid of it but for the fact that over a period of a couple of months it has collected about 8 little barnacles which I would prefer go in there than my engine water pump.

I think I've got a filter with inlets that sort of size which came from eBay. Think it's adaptable, 12mm through 19mm. I needed bigger inlets. www.ebay.com.au/itm/123553190192
When I queried they offerred a partial refund but didn't want the filter back. I'll have a look tonight and shoot you a PM. I'm in North Epping (Sydney), if you either collect or pay postage, it's yours.
