Rick,
What do you intend to build?? A lake Lefroy Mini ? Like Paul says Don't bother Cutting and shutting the Axle just run it as a through Beam. What will happen is that the wheels instead of angling in at the top will be upright. Working at the Wheel Dia Height less half the axle thickness Make the Chassis Tube Level and adjust the Steering Head Tube in accordance to the Front Wheel Dia. If Close up pic's are required to Help with your build do not hesitate to ask.
What is your Engineering knowledge like?? Do you have any local help?
Paul, When raising the Chassis by a couple of inches that would extend the Steering head length by a couple of inches or raise the angle of the fork SH to Wheel. What would Ricks best bet in this be?? if not for his use then for any newbie reading this Post?
That is a Carbon Fiber through Beam under 100KG load

Axles are angled in their mounts.
