Offri none of your posts are getting serious answers because there's a problem with Euro's in vans in WA. Too many, and too many being disrespectful or just carrying on like idiots.
Here's some basic rules that might help:
Van:
Don't drop rubbish anywhere
Don't make noise at night
Don't use the area as a toilet unless you're way out in the bush, in which case bury poo 30cm down.
Simple common sense / respect will get you a long way but is sadly missing by some 'party hard' backpackers..
Kiting:
Always respect locals, ask about local rules etc, be friendly and respectful and you'll be received with a smile.
Never go within 200m of red & yellow flags on the beach, and never ever between them.
Don't short tack (follow others closely)
Don't show off / do tricks near the beach / launch spot
Don't trample dunes the vegetation is important.
As for sleeping in Perth, you'll likely have to pay unless you find a secret / safe spot.
If you drive 1-2 hours out of Perth, you can find places to camp near the coast without too much trouble.
As for purchases, try the buy/sell section.
Here's an idea:
Pay for accommodation and help our economy in return for using our wonderful beaches.
You will then get a safe place to stay, keep your things and and avoid getting robbed at night.
AND hopefully karma will come your way and provide good winds and waves.
WHen here worth chatting to some locals about rules and common sense kiting in areas along our coast.
Things like not kiting between flags, right of ways etc.
All jokes aside... And to be blunt..
We don't want no backpacker parking up at our awesome beaches.
Blow ins not welcome so either..
a. Check in to a backpackers
b. Jump on Guntree and crash at someone's place.
C. Go home.
The reason we have such an awesome country is because we like order and play by the rules.
So get on board or get on a plane.
Also, get a copy of Wolf Creek. Plenty of advice for car troubles when travelling in the bush.

Its actually when a douchebag doesn't complete a full tack (thus short tack) and turns/transitions in front of an incoming kiter or kiters on opposite tack and blocks his tack or space for a trick.....instead of...,,being patient,,,,,..passing all incoming on opposite tack.....THEN turning.......and like a good boy or girl kiter.....completing a full tack

Perth is full of goody too gooderz always trying to tell u what to do, who think they own the ocean and its there god given right to hand out instructions on how to execute the correct tacking procedure.
sounds like u have a trip planned already and are needing to pick up some kiting equipment before u leave. Needing to stay a few nights in the van around perth.

It's a free unofficial camp site on a small island conected by a bridge in the middle of the swan river. stunning views of the city, there are already some people camping there, but just go and introduce yourself as a European traveller You'll be fine.
Is it actually legal to sleep in your car in a carpark?
EDIT: just having a read it seems it's illegal in WA, but seems to be mainly governed by council by-laws. If you're caught in Scarborough the fine is $125.
just head out to a semi rural area and find a sleepy back road, don't overcomplicate 'urban' camping,

Short tacking also happens in the waves.
Your lined up heading in ready for your turn. You get lucky and time a nice cracking swell. Someone on the way back out also likes the look of it and transitions right in front of you, blocking you off the wave. Enter the short tacker.
See how you fare at Main break, South Passage or Tombies with your carefree leftie attitude to tacking.

I have just been travelling from Geraldton to Esperance and the only trouble I had was with locals who had snaked me on waves or had made some kind of invisible one way street on the water( think of Scarborough Beach Windsurf alley) .
Again! Perth localism is alive and well on the water and on the forums, U guys dont own the ocean.

Yeah local bylaws are usually worded that you can't camp without permission of the landowner. So just go for the local shopping centre and ask the trolley boy if you can set up camp
