I would personally not take my kids to that swimming area next to the Brighton rigging point.Why would you take your kids there.There are flags right next to a kite rigging point.Its just a bit of common sense .There are so many beaches through the northern parts of the city where there are no kites.
Its so much safer there for snorkelling ,swimming and sitting around without a kite blocking out the sun over your head.
Firstly, I get the point, but just because:
- there are people swimming at Brighton
- there are other beaches with no kites
- you personally would take your kids between the flags
well, this does not relinquish you of your duty of care to other water users.
Secondly, the essential problem lies with kiters kiting through flags and no-go zones:
- Floreat surf club between the buoys
- Between the City Beach groins
- Cott Main to Grant Street
- Scarbs surf club to Manning Street
- Peasholm dog beach.
