No Kiting Zones, where do they exist?

Been kiting in and around Melbourne for a few years now, but just lately have been ask at a few different spots, by other kiters, "is it ok to kite here". Not knowing the answer, and with no clear signage, how can this question be answered. Are there any definitive "NO KITING ZONES"? in and around Port Phillip Bay or anywhere else in Victoria for that matter? Help please.

Are we going to be seeing a lot more signs like this one at Mentone. Looks like we're not allowed to kite from the sign back towards the road.

WTF? I thought these rules were made by parks Vic. Why are City of Kingston putting up signs?

Will I find this sign on the Parks Vic info that I diligently printed out and stored in my car?

Is a council sign enforceable?

Maybe this is just an 'extra sign' in an area also signed by Parks Vic? I would be fine with that.

I could be wrong but I think this sign might align with the parks marker in the water north of which is swimming only around the lifesaving club. I don't think Kingston are making their own rules
