Rubbish it does. The "start" was a long way back
(1) He who turns onto wave first owns it.
(2) If you can't tell who was on the wave first (or the guy on it "first" was 2km out to sea when he turned on it) then it defaults to who is upwind and /or closer to the peak (ie: the will make the most of the wave)
Those rules have existed for a long while.
This video shows kiter about to go down the line and he sees a windsurfer on the wave. It
does not show who was on it first. The actual act of turning onto the wave happened well prior.
But of course Loto can't resist having a crack.
