The brake lines are paragliding brakes and he is controlling the glider with the brake lines.
In 0:28 you can see the A,B&C risers.

It is a paraglider but it's a small one (IMHO)

That's amazing, total freedom in the air, on land and on water.

Not sure what the other paragliders thought of him, but the video made me smile at least

Last time i checked kites were controlled by the brake lines. IMO kite ;)

You control your kite with a control bar not with the brake lines.

Apparently not. There is a video (see above) where a guy is controlling his kite with brake lines.

The control system is one thing and the canopy another.
If i put 4 lines and risers on a little delta shaped stunt kite (i'd be an idiot) but it wouldn't magically become a paraglider.
