That's true, but intentionally coat hangering somebody is alot stupider, one makes you a prick but the other could hurt someone pretty bad.
As could running over someone's lines which is an equally dangerous action. If you only cut one of the lines you have the potential to creating a looping kite. The alternative is that you are unintentionally (through no fault of the person in the water) caught up in their lines resulting in 2 looping kites with even more disastrous consequences. I've also seen people caught up in their lines, so riding over them can hurt the person if they are trapped in the lines or have them caught around any part of their body.
The reality is if someone goes over someone else's lines, then they are clearly not concentrating and are a danger to those water users around them. You can play it up as the sun or whatever **** you want to, but in reality, its just a reality poor excuse for not watching what is happening around you.
This is not to defend the actions of the coat hanger retaliation, I don't agree with that either, but lets not play down the danger or @ssholeness of riding over someone's lines.
