I have tried a couple like neo-rez, Shelleys kwik grip, parafix fast grip was the best out of the three, you can maybe try a marine shop for a saltwater contact adhesive...

just repaired an old bar of mine ,pull back the material until you feel resistance from the glue ,make sure its clean and dry i used mineral terps,sand off bar and foam apply contact adhesive i used sika, let both go sticky then push together,ive been out a dozen times since with no signs of it coming away
