As Brohan says, you can kite pretty much anywhere you like as long as you obey the basic boating rules and don't annoy anybody.
In fact, people tend to congregate around regular sites because of easy access, wide beaches, and being away from swimming areas. Gnotuk Street in Aspendale is one place near Parkdale. Mentone is also popular and works best with southerly with a
little east in it. I have kited off the north end of the Mordialloc beach a fair bit. (There's a statue of a race horse on the foreshore).
Most swimming beaches, including Parkdale, have yellow poles to show the 5 knot speed limit area, and technically they are "no boating" zones. Nobody seems to mind if you launch there and ride out slowly and stay well away from people when you're riding.
There are a bunch of "shared wind sports" areas.

Beach goers tend to crowd them out on hot sunny days. The "shared" bit applies to the water, not the beach itself. I guess the main thing is to stay out of the swimming only areas in front of the lifesaving clubs.
