If the fisherman are throwing burley in the water there is no doubt that would attract heaps of sharks... do the fishermen come close to where you are kiting?
I know back in South Africa, when I lived in Cape Town, once they started cage diving and throwing burley in the water to attract sharks, heaps more attacks along beaches started occurring. THere was a push over there by the surf foundations to stop cage diving in general. Couple of my mates reckon they have seen so many pointers coming up to their boats now when they are out fishing since the cage diving started. The sharks get used to being around people and boats.
I don't blame the sharks, we are of course in their environment. Its more the case when you start to see them more and more and wonder what is happening to their food source in that area AND if they are getting "used" to the people and not so afraid of them.
I grew up in false bay in cape town and know exactly of what you talk about, i.e. the chumming to keep the sharks interested for the tourists. Thats exactly what the fisherman are doing and there are heaps of them up and down secret harbour beach. You just need to see the left over burley bags to realise how much blood and fish guts is going in the water.
Still, thats the first time i've seen one that big, hopefully he didn't see me
