From looking at satelite images it looks like this rocky bottom stretches along the entire coastline... There is some spots with sand i just need to calculate how far and cost of travel to see if things are reasonable might take a bit of time.

Turkish are doing the new airport hotel and airport extension which moves it into the water.
China is sponsoring roading infrastructure as they did in Kenya
Qatar is supporting with local infrastructure hospitals/places of worship.
