Restrictions for kiteing around garden island

Hey guys,
So whats the go if you want to kite near Garden Island(around the island)? I assume there are naval laws/restrictions as to how close you can go? Any help would be appreciated,

we want to do a downwinder from Mandurah or safety bay to Pinnaroo

if your thinking of kiting from woodies to garden island you are crossing a shipping channel, very strict rules go with that, need clearance from authorities.

as for how close you can go well the closer you get the easier it is for the navy to pop holes in your kite

Only restrictions are around the ammo jetty. You'll be fine as your downwinder course would be west of the island. I would suggest you stay out deep and come in closer to shore once past Carnac island. That way you should be far enough away to avoid the wind shadow from Garden island.
