Re naming a Spot?? When is it ok to re name somewhere? Like say bombing range, or lefties ect ? Who holds the pen that can re name somewhere ?

I think Geraldton's Spot X, was a pretty gay name. So others call it "the spot" . It's due for an upgrade. What about naming it after a great Australian such as Steve Smith?
