Fingal bay spit, bagnalls beach, winda woppa there's plenty in the bay and not many people around.

If your a beginner most go to bagnalls beach just be careful launching kite close to trees not much room get assisted launch where possible works ok on northeast and westerlies winds.I've kited every beach nelson bay side plenty spots the sand bars out the middle are a lot of fun too on low tide

+1 for fingal bay spit, I've just moved to the area and hit it on friday arvo, it was spectacular and I had it all to myself, drop us a pm if you want a buddy to go exploring with.
