yeah both his new films, Revolve and Invent they use the same camera techs.
They achieve that matrix affect with the background still going in real time by using 2 cameras and over lapping the 2 shots with one camera shot going in slow-mo and the other in real time to get that effect.
also with the camera rotation, its the same they have used 2 cameras and to get the affect that it is swiveling around him. (they have blurred the shot from one camera to the other to get the affect you are looking for.)

I believe it is actually done with one camera & all at 25fps. (normal speed) The slow-mo is done through software where it tries to calculate the in between frames giving a smooth slow-mo look. The foreground slow-mo action is then rotoed or cut out & treated as a separate element, where as the bg element is used a normal speed & then all composited back together. Its a time consuming effect to do as you need to do a fair bit of work to make the two main elements to sit together.
Andy might have done it a little differently to that, but I'm pretty sure he only used one camera for the slow-mo stuff. Thats how I would do it anyway
