Recommend you take someone with you that knows what they are looking at if you buy second hand. I recommend even more though, going to your local kite shop and talking to them about gear. Lots of good traded second hand kites about now and they will back up what they sell......usually.
Oh, and if you haven't already, do some lessons.

people don't generally sell complete set-ups. You really have to do a little research and buy you gear as it comes.
most likely cheaper this way too.
