where are the best spots?
when is best time to go?

with a charter yacht.

Have offer of spots on a yacht travelling that area to do a kiting safari.

I would strongly recommend avoiding southern phillipines

im off there in 8 days. leave your kites at home and go the cwc cable park. the best in the world! cheap cable, and even cheaper beer. And the conditions are perfect every day!

I kited in Boracay a couple of years ago.
Nice place for a relaxing holiday, consistent wind, but pretty average conditions for kiting. No surf there either...
