I went to Lagos in 2016. Had one windy day out of 7. So I drove to Rio de Alvor and hired gear for 80 EUR to get my kiting fix. It was OK. Large flatwater lagoon in the river mouth with probably 30-40 other kiters, many of them kooks. Wasn't too crowded though. There were kiters on the beach where there were small waves but the wind was offshore and I didn't want to risk it with not-my-gear.

What time of the year did you go? Is there a better time of the year than others?

The photos the OP has posted don't look great if you are looking for wind.

Yeh I was sitting back the other day and I thought "wouldn't mind going to Portugal to kite".

I dragged three kids across the world to kite Portugal with the wife last month. I got 3 sessions of gusty 30knot slop in 14 days. The wife got nothing. The air bnb guy lied about the distance to the beach and I had to launch a case against the hire car company for charging for services not provided.
So, um, Portugal. The toll roads are nice and expensive.

Last week of July. No idea.

If you want a better guarantee of wind, go to Tarifa in Spain.

If you want a chilled holiday in a beautiful spot with a chance of getting a kite in, go to Algarve as per the OP. Though I didn't and wouldn't bother lugging a kite all the way from Oz. Better off renting.
