I usually try & make eye contact with the approaching rider to try & to convey that I've seen them & won't attempt take off until they've passed, but I leave my kite at 12 cause I'm not sure where else I can put it.

I would suggest dropping your kite a little lower at the edge of the window to let the other rider pass, but only if that works for wherever your are at with sorting your board out. It is the responsibility of the more agile vessel (the person riding) to give way. A rider in the water (trying to recover a board etc.) has priority of someone still riding (in my books), but having said that, try not to sit in the prime flat water spot with your kite at 12 for too long...

While we are at it someone body dragging as part of a learning experience and/or walking a kite back up the beach, should
try (bold for a reason) to minimise impact of those launching, landing and already riding. Granted these folks are learning and likely to be less aware of the zoo around them but anyone who is familiar with the body drag and walk freight train at some popular beaches knows what I mean...
