All those resorts will offer surf tours to Cloudie so I'm sure you'll be able to rent a SB for the day if you need one.
I had to pay extra when I went to Fiji in 2016 but not that much.. everything was cool from Perth to Brisbane with Qantas but the next leg to Nadi was on Fiji Air and I had to paid extra when checking in at Fiji air.
Looking at the link below I think I just got charged $50 for a bulky/ oversized item plus $16kg for every kg I was over 23kg. (I didn't have a separate 23kg suitcase in addition to kite gear - just the 1 bag).
if you are travelling with someone, perhaps they can take your clothes leaving you with just the 1 kite bag ?

Yeah, taking high performance SUP and kite gear, nothing to rent that I would want to ride. Anyways, that's my debate right now, packing my kite surfboard/kite with my SUP (I have one oversized bag covered with the contest), and then packing all of my kite gear/clothes in a normal checked bag vs. the golf bag. The golf bag if deemed oversized from LAX would be $150/each way regardless of the weight (I would be under 50 lbs).
