Dutchies at Cottesloe Council tonight

Tonight (June 28) Cottesloe Council tonight votes whether to control kiting and windsurfing at Dutch Inn, between Telephone Box and the Dutch Inn Groyne.

The main point is that after all the public submissions the staff have recommended the proposed restrictions not go ahead, they do a total review of the local laws affecting beaches, kiter/poleys are "encouraged" to stay away from Telephone Box, and some new car parking and showers are put in near Salvado Street. But councillors could change that.

Meeting starts at 7pm. Here's the current recommendation;

VOTING Simple Majority OFFICER RECOMMENDATION THAT Council with respect to the proposal to amend the Beaches and Beach Reserves Local Law 2012, Council
1. Determine not to proceed with the proposed amendment.

2. Undertake a comprehensive review of the Beaches and Beach Reserves Local Law to identify parts of the Law that are in more in keeping with the permitted activities in the Local Government Property Local Law and report back to Council on these various sections with a view to repealing them and inserting into the Local Government Property Local Law.

3. Undertake the Salvado Street carpark works and install a shower and drinking fountain to encourage kite surfers to use this area for set up, due to the additional space available. ORDINARY COUNCIL MEETING AGENDA 28 JUNE 2016 Page 37

4. As an interim measure, encourage kite and windsurfers to use the area's specified on the attached map for their set up and access to the water.

5. Consolidate the playground equipment at the Southern Groyne into a smaller area and fence to separate windsurfers and children using the playground.

6. Undertake as a matter of priority the beach access path upgrades contained in the 2016/17 Budget.

7. Monitor the impact of these works over the 2016/17 season to identify patterns of usage arising from these new facilities and implement restrictions as required in the Local Government Property Local Law if deemed necessary.

8. Thank each person who made a submission and advise them of the outcome.

It was all adopted last night.

The council also decided to make improving the Salvado Street steps the priority.

Whether they include the initially-proposed restriction between Rosendo Street and the Dutch Inn groyne, which can be enforced with fines, in new local laws will depend on how well kiters and poleys use the improved area.

they are going to fix all the paths, and put in a new shower and car bays at Salvado Street, and make the Dutchies playground safer.

There will now be a complete review of all beach local laws, including the correct legal definitions for kite surfing and windsurfers.

There is money in the council's 2016/17 budget for the work - starting with the Salvado step that go down to the old WAKSA 'gentlemens' agreement' area.

However, the message is, use 'Dutchies and NOT Telephone Box, and the council won't get all Nazi about it .

They will be monitoring Dutchies use to see if the improvements were worth it. If not, in come the laws booting everyone into the restricted zone.

Alverstone,

the 103 page report refers to "the attached map" but the online version does not show a map (or at least the browser I'm using can't/won't show that map).

So that everyone is on the same page so to speak, can you post the map that City of Cottesloe is relying on please?

Yep. I tried too. My browser won't bring it up either.
So I contacted a councillor and she said the area they will now "encourage" everyone to use, and monitor, is the same as that which was suggested for the restrictions between the steps at the end of Rosendo St - 50m south of Telephone Box - and the Dutch Inn Groyne.
But I'll email the CEO to confirm.

sounds like a good idea to keep our kids away from windsurfers but will the windsurfers get a swing

More rats in the cage, more infrastructure for the rats equals more power grabs to control land And the economic rent it provides. Which manifests such complexity. It's all about land.

Not every kiter has a 5km+/- long, 300m wide beach pretty much all of their own to play with - which understandably isn't all that complicated.

The council says it will start the improvements in the next six months, and then monitor whether the paths/showers/carparks work in attracting everyone to that stretch between the groyne and Rosendo St.
At the same time they will be reviewing ALL the beach laws along all the coast for all activities - think everyone from the handgliders down at the roundabout to the secret society of sand pit diggers that seem to want to trap ever early morning beach runner - and include correct definitions of kiting and windsurfing in the new local laws.
At the moment there is no mention of fines, but is has been discussed before so the rangers have something they can use if kiters don't use their common sense at non-designated and dangerous spots.
They are not going to put up big banning signs because they say there's already too many for other things. Signs stir the 'Save Our Views" and Nanny State crowds, anyway.
