We used to do it all the time in our windsurfing days, several trips trips across the foot bridge luggin all the gear. There's no problem with it but the wind is quite fickle and up-and-down. The SE is coming across all that land and hills.
I probably wouldn't do it with a kite unless desperate just due to the variable nature of the wind. If you do attempt it, just watch the bit North of Como towards the city well before the jet ski area. It is marked with signs saying "Foul". It gets very shallow and has lots of rocks that can stick out of the water on low tide. Lost a couple of skegs there.
I am keen to try Perth Water on the next Easterly, specially now they have made a nice sandy beach for rigging and launching
