Hi Tim,
Any kite can be used on the snow, you just need a lot less power so a smaller kite compared to a twin tip and about the same size you would use on a hydrofoil (assuming not hydrofoil racing).
you can expect to pay about $100-$120 to send a single kite (usually between 4kg or 5kg total once packaged up with bag, etc) from Perth to Switzerland. Using Australia Post is the simplest way to do this. You may find slightly cheaper rates by digging around for online quotes (see the links above) but it's not worth the hassle if you're not going to send international parcels on a regular basis.
As for a board, yes the price will be very high as it's over 120cm long and can therefore only be sent via courier services (FeDex, DHL, etc.) A
cheap quote for sending a twin tip to Europe from Perth would be somewhere around $400.
