Some kite shops close or don't carry stock over winter. (It's end of season) Most of the kite shops in L.A. area are unspectacular to say the least. If you have a U.S.A. postal address, you will probably get a better price on internet, but when you add your tax and exchange rate there are just as many bargains in Oz on kite gear.
