I thought 90 deg to planing area of the board.
However today I fitted foil to my foil specific board ie Slingshot Alien and noted a few degrees negative angle so wings slightly angled down.
Is this the ideal?
I have read some posts that state mast should be about 90 deg to the board deck.
How critical is this or should balance compensate for variances?

front wing should be at 0 normally, mast at 90,
Rear wing -3ish (nose down back up)
