I don't know who's house you've been to in China, but as poorly planned as most of there apartments are, I've never seen anything like that...
I worked with a guy who visited the parents of their son's chinese wife. They had to catch a super packed train ut towards mongolia. both parents were public servents. They had no running water or toilet in the apartment. had to go down the end of the street. -30c
I really think it depends where in China. Obviously the average apartment in Beijing is going to have running water, and likely be quite slick and futuristic compared to most of (I mean that) Sydney, where some apartments have the toilet in the kitchen.
Source: I pay ~$50,000/year for a 3brm apartment in Sydney with no balcony, no fly screen, no heating nor cooling, original windows circa 1940 (they are rippled), no double-glazing, original wiring (electrician couldn't believe it), no exhaust in the kitchen, fridge has to sit sideways in the kitchen to open door. And so on. Oh yeah; if there's a NE'r at night you can't sleep because the windows rattle so much.
