I think you need to decide what you mean by a E-MTB
You can either go a hub motor with a throttle
Or a Pedelec. These have no independent throttle the amount of electric assistance is calculated by the amount of power you push through the pedals.
Both have there own pros and cons

I find Pedelec to ride more like a bicycle and less like the motorbike feel of the hub motors provide
I feel the Pedelec's are more balanced than the Hubs with the motor in the wheel
Most Pedelec's are speed restricted to 25 KPH( PS a they will go faster than 25 KPH but motor provides no power to the wheel) and there is a slight delay between pushing on the pedal and the motor suppling the power
If I was going to spend the amount of money that a Pedelec cost I would rather get an electric motorbike like a Surron light bee
