No. It relies on the up/down motion being applied by the rider to cause the hydrofoils to become effective, although I s'pose that if you could get it going fast enough under sail power it must lift onto the foils. If it's hydrofoils you want, try this:

Supplementary question: Why does the link to the windsurfer just show as a link, whereas the the link to the kitesurfer embeds the video clip? I've just tried both a couple of times and I can't change either of them.
