IMO most of the people should stay where are they at this moment.
While you open borders. If we could assume open borders as a fact not utopia, how it may works without instant migration?
I could imagine that sort of nationality remains -as they do in EU.
As as citizen you receive 100 point and you are free to stay in the place you have been born.
Each nation could apply "open immigration policy"
Criteria depend on the country needs.
You could setup criteria as high as you want or lower in order to attract specific groups.
Main criteria could be education, qualifications and material wealth.
So for example if you want attract people to Australia you will setup such criteria that allow influx only of required quality ( plumbers and firefighters or PhD and engineers) at required rate - 100,000 per year.
Same may work even better for countries like USA ( instead of Green Lottery tickets) .
Most of the people most likely will stay where they have been born.
Unless you bomb the place , blow infrastructure to pieces or suffocate with sanctions.
Opening borders does't mean people will need to move instantly to the richest places on Earth.
Criteria to settle in Norway should be setup so high that no many may meet.
Privilege to live in the given place on Earth may still be limited ,even if you open borders.
But opening borders in such way negate need to conquer the place. Nations remains with their own economies based on locality.
PS as example could serve Australian open internal borders policy , You could live where you want, doesn't mean everybody move instantly to most livable city on Earth, Melbourne!
