Originally you could upgrade from Windows 7 or WIndows 8 to Windows 10 for free.
In fact, I think you can still do it, although its not supposed to be the case.
I use older machines at home that run it fine, but I replaced the HDD with SSD, which vastly changed the performance.
Yes you still can upgrade for free... you just aren't strictly licenced. (Activation will work with a Win7 key, even had one activate without anything to substantiate the 'claim' for a digital licence.) Personal use I wouldn't see any real bad outcomes... Business use is a whole other issue... you have effectively flagged to MS that you are using a non-licenced version
My guess is its still 'free' because M$ want you under the new OS with all the telemetry... ie you are the product.

SSD replacing a HDD is a very cheap upgrade... even with Win7 ;)
