I'm going out on a limb here... do the guys at DoT know what/how a kite/sail board works?

WTF would you need a bailing device for??

or a Anchor for that matter?

...now I know that kite/sail boards don't have an inboard or heating appliance but why is it even on the same sheet??

F@$#ing window lickers. Its the story of living in West Oz and in modern times where responsibility for your own safety using common sense and ability has been taken away by pen pushing bureaucrats satisfying the need for box ticking and trying to keep lawyers out of work.

Mate the stuff we need to follow is like a bible. Too late.
Im more worried about BASE jump regs now.
Anyway I just did the survey and its well worth doing for the benefit of our sport.
