Technically - they have the same legal status as pedestrians.
They get these things - or electric bikes / trikes as no rego insurance or drivers license is needed, maintenance costs are practically nil, and if they live in a retirement village, there is usually a bus supplied for mass shopping trips or outings.
When you look at the cost of owning, regoing, insuring and maintaining a car - it adds up to a lot for a pensioner and getting rid of the car is often a necessity.
Without these annoying gophers or electric trikes - there would be hundreds of thousands of retirees driving to and from their bowling clubs at 30kph, blissfully unaware you cant get past them.
