That will be actually really interesting if one day they could indeed control the weather.
Obviously the most interesting will be controlling the weather in another country.
It may work like that:
1. CNN show us this rocket propelled cloud making the machine.
2.Then they could claim that since global warming is real ( Yes, Trump will do such flip for money in not time ), there is no longer natural rain possible.
Any rain they will fall in any country must be artificially produced by NASA TRUMP CLOUD MAKING MACHINE.Obviously, this is a very expensive machine, require a lot of energy and other substrates.
3. The US now will start charging a fee for the rain manufactured they will drop to every country on Earth.

Then country like Australia needs to pay - for example, 50 bln per year for the rain that drops here.

If the country refuses to pay - the proven economic sanctions may work well - since nobody should be getting rich on rain stolen / or not paid.
