Leave it in the sun and see if it blows bubbles. Weigh it, make sure it's not too heavy. How good does it need to be? As long as there aren't any sharp bits of fibreglass sticking up for them to cut themselves on. They can learn the basics, no matter how much water is in there it won't sink on them.
