I think the general rule is that when you can't do anything, you lie to stop the public panic, not the other around.

I suspect that any aliens advanced enough to visit us would be able to easily take over without any drama at all. Being able to travel so far from an inhabited world suggests that they would have technology far in advance of ours. (Unless the subs finally get built by then)

Plus the Prime Directive means that they won't bother us until we develop Warp capability. I know this to be true because I saw it on a documentary/dreamt it once.
