I would go to 2nd wind sailboards or windsurfing Perth and see if they have anything for you. They have been good to my budget buys over the years.
Failing that, I can PM you a seller on Facebook marketplace that sells kits for about that price. PM if you want.
Lastly maybe try go to Pelican Point on a sailing day and see if you can strike up a conversation with someone that can help you put together some kit. Lots of people have bits and pieces lying around that they are willing to donate or sell cheap to help a beginner, just need someone with knowledge to put it all together.
