Easy question: will the waters around Melbourne get warm enough in the summer that a shorty wetsuit is enough or is it pretty much full wetsuit temps all year around? How about at Sandy Point (since it is a lot shallower there)?

It does get warmer. In Port Phillip Bay it's around 20 deg c for most of the Summer with usually a warm spike in Late Jan - Feb.

spring suit now if it's a sunny day...
shorty from November. Boardies in December, Jan and Feb
Following this there is no wind in Autumn so I have no idea....
Sandy point is not much shallower and gets flushed with cool ocean water twice a day (so does the bay to be fair but the bay is considerably bigger than the inlet)

Wind chill is your biggest issue mid-summer. Hot sunny day- no wettie needed, but I find a late afternoon seabreeze sail can still chill you, so I often wear s shorty. It's usually warmer in the water that out of it then.
